HR WSQ training programmes are heavily subsidised for Singaporeans and Singapore Permanent Residents. With a subsidy, the nett course fee for each module ranges from $220 to $420 depending on the level of the module

What is HR WSQ?
The Singapore Workforce Skills Qualifications (WSQ) is a robust and integrated Continuing Education and Training system developed by the Singapore Workforce Development Agency (WDA). It is a national credentialing system that trains, develops, assesses and recognises workers for competencies they need to stay employable.
The Human Resource WSQ (HR WSQ) is designed to build industry competencies in HR. Founded on best international practices and validated by industries and employers, the HR WSQ sets a framework for people managers to be trained with the necessary HR skills and competencies in handling people matters.
HCS is the national Continuing Education and Training (CET) centre that conducts the HR WSQ competency-based training programmes.
How many HR competency-based modules are there?
Currently there are 63 course modules under the HR WSQ framework covering key HR function areas. This will be expanded to 107 modules in 2012.
Each module is conducted over 2 to 3 days. HCS also offers weekend and night classes. Participants will be awarded a Statement of Attainment (SOA) by WDA after the successful completion of each course module.
How much do non-Singaporeans / Singaporean Permanent Residents have to pay?
HR WSQ training is subsidised for Singaporeans and Singaporean PRs. Without subsidies, the full course fees are:

What is a competency-based programme?
Who is eligible for HR WSQ competency-based training?
Anyone with the relevant work skills, knowledge and experience and/or a diploma, degree or an equivalent academic qualification is eligible to enrol in the HR WSQ competency-based training programmes.
Are the trainers qualified?
HCS has a wide network of HR practitioners and facilitators, and works closely with them to develop and deliver HR WSQ training. These HR practitioners are highly experienced and/or may specialise in a certain area of human resource. HCS adopts rigid procedures in selection, contracting and coaching, and subsequent monitoring of performance and delivery of desired results.
How are the courses conducted?
Training is conducted through lectures, case studies, role play and presentations in classrooms.
Do I need to sit for an examination?
There are no examinations but assessments are conducted throughout the course. Some are written assessments while others are assignments and presentations. There will also be group or team discussions with presentations.
What qualifications do i receive under the HR WSQ?
A Statement of Attainment is awarded to an individual who is certified competent in a module. Trainees can accumulate SOAs to qualify for a HR WSQ certificate or qualification.

Besides seeking certification in functional areas, participants may also pursue a HR WSQ qualification. There are 8 HR WSQ qualifications available at 4 different levels available to individuals who want to upgrade themselves to obtain a qualification. These range from a Level 5 WSQ Specialist Diploma in Human Capital Management to a Level 2 WSQ Higher Certificate in Human Resources.
Are the qualifications recognised?
HCS offers a continuing education opportunity for working adults to acquire competencies in people management skills and attain nationally recognised WDA accredited qualifications. These qualifications are awarded by Singapore Workforce Development Agency (WDA) and recognised nationally. The programmes are designed according to the WSQ framework developed by WDA which ensures the standard and quality of the programme, the trainers and the awards.

What funding support is there?
Absentee Payroll (AP) funding is a grant to help companies defray the manpower cost foregone when they send their employees for training during working hours.
Productivity and Innovation Credit allows businesses to enjoy deduction/allowances of 400% or up to $400,000 of their expenditure per year on employee training.
Union Training Assistance Programme (UTAP): UTAP helps NTUC union members to defray up to 50% of the unfunded course fees (excluding exam fees), capped at $250 per member per year. The unfunded amount must first be paid for by the member.

Workfare Training Support Scheme (WTS): WTS subsidies up to 95% of the course fee for Singapore citizens aged 35 years old and above, and who earn $1,700 or less per month
CET Qualification Award (CQA): From 1 March 2011, Singaporeans who successfully complete and are awarded a subsidised part-time Diploma at the Polytechnics or a WSQ Diploma/Specialist Diploma for the first time will be eligible for a CET Qualification Award (CQA) of $1,000.
Singaporeans who successfully complete and are awarded a WSQ Certificate/Higher Certificate/Advanced Certificate or a part-time NITEC/Higher NITEC for the first time will also be eligible for a CET Qualification Award (CQA) of $200
